Check ownership, wearing an item and trading it separately. You cannot keep both the Paper Hat and Pirate Hat at once, but you can record having worn each.
Where to obtain all 35 equipment items
Check the slot first, then the region and quest. English names identify the UI entries; the explanatory descriptions in the Japanese guide are not presented as unverified official localized names.

Actions with outfit requirements
Wear the Puffer Hat, Ski Goggles, Scarf and Climbing Boots for the windy mountain. For Maximum vacation in Basto, this guide uses the Sun Hat, Vacation Shirt and Flip-Flops while seated in the vacation chair. Unverified substitute outfits are not guaranteed to work.
Cosplayer requires wearing the base-game equipment. Do not judge completion by a total inventory count that includes Basto items: actually wear both hats before and after trading with the pirate. The 35-item list includes Award Mask, but the official PC 2.0.4 update explicitly says that this added item is not required for Cosplayer.
Tools that are separate from clothing
Camera attachments and travel tools are not counted again in the total of 35 clothing items.
