What is Papers, Please?
Check document problems, reasons for denial, daily rules, and living costs for PC Story mode on normal settings. Open only the specific character or ending answers you need.
Edition: Papers, Please PC Steam (app 239030), Story mode, normal settings (Easy Mode OFF). Based on the Japanese-supported UI, with English document names for identification.
Verification scope: Uses version 1.4.11, the last PC entry in the official changelog. Version 1.4.12 is for iOS/Android. Public sources checked October 4, 2026; the currently distributed binary and Japanese UI inputs were not tested in-game.

Start each inspection day with the bulletin
Each morning's rule changes determine that day's decisions. Even a familiar passport may no longer qualify under yesterday's rules.
- Read the date and bulletin. Check both new rules and nationality restrictions that have been lifted.
- Determine whether the entrant is a citizen, an ordinary foreigner, or an exception, and collect the required documents.
- Compare the person and all documents, then highlight questionable details in inspection mode.
- Check whether additional documents or tests resolve the discrepancy before stamping.
Agreeing to a story request can conflict with the correct regulatory decision. Exceptional responses are separated into closed answer sections.

Use a consistent desk routine for every entrant
As paperwork increases, keep comparing matching fields against the passport. A fixed order makes recurring omissions easier to recognize.

| Order | Compare | Completion check |
|---|---|---|
| 1 | Nationality, required documents, and temporary daily rules | All required documents are on the desk |
| 2 | Name, number, photograph, and expiry | Same person, matching passport, valid dates |
| 3 | Purpose, duration, height, weight, and other details | No unresolved conflict with the conversation or person |
| 4 | Seals, exceptions, and wanted notices | Rulebook and bulletin conditions are satisfied |
| 5 | Approve or deny, add a reason when required, and return documents | No missing stamp or unreturned document |

This is an editorial inspection order, not a way to memorize visitor order and admit ordinary entrants without checking.
Version and mode differences
Household figures here use normal Story settings. They exclude Easy Mode's extra income, Endless scoring, and mobile controls.
