| Aiping | Hands over the Feng Shui Scope during the prologue. Turn around before leaving for an optional conversation. |
| Xiaohei | A central figure in the Twin Policy and Meiryoku. The Exchange Ticket, Earring, and Photograph are major progression flags. |
| Guen Guen | Connected to the Birthstone and Xiaohei's Photograph. Involved in Xicheng Road progression and the door to Shenlong Temple. |
| Connie Yang | Connected to the Hand Mirror and Victoria Building Basement Key. Received mail also helps check progression. |
| Mr. Xia | Leaves a personal Access Card and damaged communications. Follow leads about Magne-Qi and the Immortal Statue. |
| Zhang Lu | A figure on the Twin Centre side. The Access Card at his home connects to progression toward the Ohajime Ceremony. |
| Grandpa Zong | Handles fortune-telling, item exchanges, and opening passages. Speak to him while carrying the required amount of money or trade items. |
| Wei / Hongtou | Follow Xiaohei's whereabouts and Snake's movements through Zekuu's investigations and communications. |
Triggers for Conversation Updates
After clearing a hutong, moving to another district, acquiring or exchanging a key item, or checking Kowloonet, revisit all residents in that district as well as the directly involved characters.
